A good web site design program?

Can anyone recommend a good web site design program? Still haven't had any success getting template 9 to publish correctly. Was informed in answer to my last post that Front page causes problems and to use notepad alongside Front page. F**k that. So... can anybody recommend a decent designer that'll do the job? Maybe I'll just ditch the template.
