How to resize pictures without photoshop?

I want to resize pictures. not CROP...RESIZE. like to pica measurements. I don't have photoshop. all i have is windows photo viewer and i know for a fact you can't say how many pica u want a picture to be when using photoshop. and i DO NOT want to resize to pixels. any ideas?
