Template 9: Chinese Characters display problem.

I have problem on this template:

I read the post of the Russian characters issue.
However, in my PSPad editor, there is no window-1251 char-set.
I cannot display Chinese characters in the "menu" on the right column of the template.

I can however display Chinese characters properly elsewhere when I set the char-set as utf-8. So can anyone help me please ? Thank you very much.
